It started with an executive order. it cannot change regulation, it should not change laws, but does affect how to do it. What it did was pause all funding for 90 day period for a review. determine if they were efficient and aligned with america first. 90 days is unusual. the pause includes disbursments of funding, including those authorized. that has been challenged in court and in general despite some waivers for live-saving cosas, it has completed its foreign aid review and will terminate around 10k. 93%. No master list out there. This affects the work going forward and what will go forward once the pausing stops. They have declared that the effort of DOGE likely violates the Constitution. For all practical purposes USAID is shut down. As of yesterday, there's 4 main contracts under the program regarding UTC. ActWest and ActEast. ActWest terminated almost immediately but it has been rescinded.
